This is what I mean by strangely inconsistent demands for intellectual rigor. Not only does your summary of that article ignore that Central and South American countries with predominantly Latino populations dominate the top charts, but also it totally misses the actual point which is black Americans have higher crime rates than other countries with large numbers of black people which is a different claim than countries with large number of black people are low crime.
In fact, every demographic has higher crime rates in America than comparable countries. White Americans are much, much more violent than Europeans, Asian Americans are more violent than Asians, and black Americans are way more violent than Africans. The only ethnic group with lower crime rates in the USA is Latinos, which is mostly an indictment of Central America. Must be the radioactive water messing up the genes!
People I know who have spent a lot of time working all throughout Africa, say that Africans tend to be a lot more "tough" culturally about crime compared to African-Americans, especially in rural areas. When you are living at the edge of subsistence, you have absolutely zero tolerance for bullsh*t. You can't afford to. But in America there is much more of a safety net, and crime problems can get worse while still allowing the system to persist.
There are also issues with American culture more broadly, that as you note affect all demographics. As a country we have always emphasized freedom and independence; I generally like this view, but it does lead to some problems as well.
That's actually not true, we have American states that are 99% white and are a good test, they compare favorably to European states with the same demographics crime wise. (look at the north east)

Is this a joke? West Virginia is extremely crime ridden. Its homicide rate is a touch above the national average at 6.6 per 100k whereas France, which has a similar GDP per capita is at 1 per 100k. France may even have more black people!

Several reasons for WV (which is still middle of the pack for crime in the US) not relating to race including an extremely low population density that is also shrinking and poor law enforcement.
You’ll also note that was the non-white population increased crime decreased.
